		<description><![CDATA[Interviews are anticipated this week as the Pennington County Board of Commissioners begin to talk with applicants for the position of Emergency Management Director. As many as 9 applicants have applied and applications have been reviewed, with interviews as early as Friday. Pennington County posted the 3 quarter time position earlier this year after the State Department of Homeland Security said it was no longer allowable for Sheriff Ray Kuznia to address both jobs. Security Specialists say the Sheriff already has a full time job and the county needs to address the responsibilities of Emergency Management separately. Commissioners Don Jensen and Darryl Tveitbakk are heading up the interview effort and hope to make a recommendation to the full County Board next Tuesday.]]></description>

		<description><![CDATA[Too much rain, too late in the season &#8230; A Spring Weather System has stalled Spring Planting, dumping inches of rain across the listening area &#8211; threatening newly emerged crops and making a short season even shorter. With May 20th considered the optimal date to get the crop in the ground, Extension Agent Howard Person says ag producers are going to be hard pressed to get the job done. Person is also urging producers to check alfalfa stands for injury. Alfalfa has been slow to green up this season and Person says patience may be the key, warning farmers not to work up alfalfa ground until you are certain the crop is not coming back. Person also warns that Soybean Cyst Nematode has now been confirmed in every county in Northwestern Minnesota. Yield loss can be significant, but signs of the pest can be elusive. Person says the pest can be spread field to field by tillage equipment and the only control option is awareness and rotation.]]></description>

		<description><![CDATA[A Thief River Falls man was sentenced Tuesday, May 14 in Pennington County District Court for robbing a taxi driver of about $140 in cash in July. Herwens Johnson PierreSaint, 19, was sentenced for a felony charge of first degree aggravated robbery. In a plea agreement, a felony charge of terroristic threats was dismissed. For the robbery charge, Pierre-Saint was ordered to serve 48 months in prison stayed for 20 years. As a condition of that sentence, he was ordered to serve 12 months in jail. For half of the jail sentence, he will be allowed to gain credit for good time and will be able to have Huber/Sentence to Serve privileges if he qualifies. Pierre-Saint was ordered to serve supervised probation for 20 years. He was ordered to serve 100 hours of community work service within one year. Pierre-Saint’s sentence was a downward dispositional departure. Pierre-Saint was also ordered to have no contact with the victim or Northland Taxi Service. He was ordered to undergo a chemical assessment and a mental health screening. PierreSaint was ordered to supply a DNA sample. He was ordered to pay $660 in fees and fines, and $127 in restitution. The charges stemmed from a report to police at about 9:58 p.m. Wednesday, July 18. A taxi driver reported that someone had robbed him at knifepoint. 		<description><![CDATA[3 days of weather totaling as much as 10 inches of rain has proven too much for Emergency Management Officials just over the Minnesota Border in Northeastern North Dakota, with the Pembina County Sheriff&#8217;s Department last night ordering the complete evacuation of the City of Cavalier. Earlier in the day, residents in the community of 13 hundred had been told to &#8220;pack a bag&#8221; as engineers continue to monitor the 49 foot Renwick Dam and an emergency levee, impounding the Tongue River and Lake Renwick, just 6 miles east of Cavalier. Pembina County Emergency Manager, Andrew Kirking, says hospital and nursing home residents have been moved to facilities in Grafton and Park River. The American Red Cross last night also opened a shelter for evacuees at Drayton Public Schools, just over the Minnesota Border from Robbin, on Highway #11. Kirking advised Cavalier residents to take only the basics and to plan to be away from their homes for up to a week. Water upstream continues to build, with the National Weather Service issuing a flood warning for Eastern Cavalier, Pembina and Walsh Counties until 3pm tomorrow. Run-off from 3 days of excessive rain will continue to cause widespread overland flooding with rain totals of 5 and a half to 9 and a half inches reported from Park River to Walhalla.]]></description>

		<description><![CDATA[Accident On May 11 at 6:14 p.m., the sheriff’s office received a report of an accident near the intersection of 220th Avenue Northeast and 180th Street Northeast. At the time of the accident, Ashley M. Martell of Thief River Falls was driving a 2011 Chevy Aveo northbound on 220th Avenue Northeast. According to the report, she lost control of the car, which then traveled into a ditch and rolled. No injuries were reported to Martell or her passenger. The report indicated that neither were wearing seat belts. The car was totalled. Theft After an investigation into a May 10 report of a theft at Seven Clans Casino, Hotel and Water Park, an individual has been cited. Damon Marquisz Williams, 19, Hampton, Ark., has been cited for theft. He allegedly stole a Samsung Proclaim cell phone owned by a Middle River woman. The theft was reported in last week’s edition of The Times. Accident, failure to obey a traffic control device, possession of drug paraphernalia and possession of a small amount of marijuana On May 13 at 7:24 p.m., police received a report of an accident at the intersection of First Street and Main Avenue. At the time of the accident, Sophia Marie Hoglo, 19, Thief River Falls, was driving a 2002 GMC Sonoma. According to the report, she failed to stop for a red stoplight.
